Navi Mumbai RTO at a glance

Navi Mumbai is served by two Regional Transport Office (RTO) codes from two offices. The Vashi office, a deputy office under Thane RTO, issues MH-43, while the MH-46 Panvel office is itself in Navi Mumbai, listed at Kalamboli in Panvel taluka of Raigad district.

MH 43 AB 1234 breaks down into four parts: MH for Maharashtra, 43 for the Vashi office in Navi Mumbai, AB for the series, and 1234 for the four-digit number.

Number plate MH 43 AB 1234 labelled: MH is the state code for Maharashtra, 43 is the Vashi, Navi Mumbai RTO code, AB is the series and 1234 is the four-digit number

Worth knowing: A Navi Mumbai car shows MH-43 or MH-46 depending on which office first registered it, and the code stays when the car is sold or its owner moves within the state, changing only if the car is re-registered outside Maharashtra or its registration details are changed.

HSRP number plates in Navi Mumbai

HSRP number plates in Navi Mumbai

From 1 April 2019, each new car registered at Vashi or Kalamboli left the dealer with its High Security Registration Plate (HSRP) fitted, and the Maharashtra transport department does not ask those owners to reapply.

Owners of older MH-43 and MH-46 cars book the installation on the portal that the Maharashtra transport department website names, where the date for each car is also listed. Installation at a fitment centre adds no fitment charge, and installation at home is charged extra. The rest of the HSRP rules are in our Maharashtra RTO guide.

Moving between nodes does not change the number. Only the RC address needs updating, and your insurer should hear about the new address from you.

Petrol and diesel cars owned by a company pay 20% instead

  • Electric vehicles

Nothing to pay on an electric vehicle (EV) registered between 1 April 2025 and 31 March 2030, as the state EV policy of 23 May 2025 waives the tax

Vashi and Kalamboli charge the same national RTO fees, so the code on the plate makes no difference to what you pay. Fees are paid on the Vahan portal, and a dealer pays them for a new car inside its on-road price.

For a car past 15 years, renewal at either office is ₹5,000, or ₹10,000 once the car is over 20. Renewing late means a monthly charge of ₹500 for a car or ₹300 for a motorcycle.

Road tax, the HSRP and any state service charge are separate from these fees.

Registering a new car in Navi Mumbai

Registering a new car in Navi Mumbai

A Navi Mumbai buyer leaves the registration to the dealer, who files it on the Vahan portal. Whether the car gets MH-43 or MH-46 depends on the office for the address on your papers, not on where the showroom is.

  1. 1

    Cover before registration

Buy a policy from any insurer first, as an uninsured car is not registered

  2. 2

    Address proof to dealer

Your Navi Mumbai address tells Vahan which office gets the file

  3. 3

    Fees in the invoice

You see road tax and RTO fees on the dealer’s bill for the car

  4. 4

    MH-43 or MH-46 issued

Vashi or the Panvel office clears the file and gives the number

  5. 5

    Plate, then the RC

The High Security Registration Plate is fitted and that office issues your RC

  • Your node matters

Ask the dealer which office your node goes to before you pay

  • Two-wheelers

Bikes and scooters follow the same office rule

  • Buying in Mumbai

A Mumbai showroom still files with the office for your Navi Mumbai address

Transferring car ownership in Navi Mumbai

Transferring car ownership in Navi Mumbai

Ownership of an MH-43 or MH-46 car is transferred at the office on its RC, Vashi or Panvel, or online on Vahan. Form 29 carries the seller’s notice, Form 30 needs both signatures, and the fee is ₹300 for a car or ₹150 for a motorcycle.

The buyer’s next step, within 14 days, is to transfer the policy.

Ending hypothecation on a Navi Mumbai RC

A closed loan comes off the RC on Form 35, filed on Vahan with the lender’s No Objection Certificate (NOC) and with no fee. For the documents each step needs, see our Maharashtra RTO guide.

Moving your car to Navi Mumbai

Moving your car to Navi Mumbai

Bringing a car from Mumbai, Thane or another Maharashtra city to Navi Mumbai needs only an address update on the RC. A car registered in another state must be re-registered in Maharashtra once it has been kept here for more than 12 months.

BH series registration in Navi Mumbai

BH series registration in Navi Mumbai

For a Navi Mumbai buyer whose job moves between states, a Bharat series (BH) number from the dealer replaces MH-43 or MH-46, and a move out of Maharashtra then needs no No Objection Certificate (NOC) or re-registration.

A private employer qualifies to sign Form 60 for you only with offices in 4 or more states or union territories. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.

Our Maharashtra RTO guide explains eligibility and the BH tax, which is paid every 2 years.
