What people call Kukatpally RTO is a unit office of the Medchal district transport offices, listed at Phase-IV, KPHB, with Kukatpally as its area. Directories give it the Medchal code, TG-08, and the main district office is RTA Medchal at Jeedimetla.
A Kukatpally car such as TG 08 AB 1234 shows TG for Telangana, then 08, the Medchal code that directories list for this unit office. AB is the series, and 1234 makes up the four-digit number.

Worth knowing: The 08 does not tell you which Medchal office issued the plate, as directories list the same number for Uppal, Jeedimetla and Kukatpally. Plates from before 2024 read TS 08, and a later move across the city leaves the number as it is, since the code changes only if the car is re-registered outside Telangana or its registration details are changed.
New cars reaching Kukatpally owners since 1 April 2019 have had the High Security Registration Plate (HSRP) put on before handover. A car registered before then has to get it installed.
Book through the portal that the Telangana transport department website names, and look up your car’s date there; our Telangana RTO guide covers the stickers and the other plate rules.
The listed TG-08 first, then the codes a Kukatpally owner meets nearby
Kukatpally has no code of its own in any official list. Directories put it under TG-08, formerly TS-08, with the other Medchal offices, while Kondapur and Gachibowli on the Rangareddy side are listed as TG-07.
A unit office at KPHB, what to check before a visit, and the papers to take
The Citizens’ Charter lists RTA Unit Office Kukatpally at Phase-IV, KPHB, on the Balanagar side of Kukatpally, and gives no pincode for it. It is a unit office rather than a full RTA, run under a Motor Vehicles Inspector, with Kukatpally as the only area on its list.
These hours come from the department’s 2017 charter, so check before you go, and aim to arrive well ahead of the 2:00 pm application cut-off.
Address changes and duplicate RCs for Kukatpally cars; ask first whether the unit office takes the application
Ownership transfers and loan entries on the RC, with the same check before you travel
The NOC on Form 28 for a car leaving Telangana, applied for online with a slot booking
The charter does not list the services of the unit office on their own. If the Kukatpally office does not handle your task, it goes to RTA Medchal on Medchal Road, Phase-1, Dandamudi Enclave, Jeedimetla, Hyderabad 500055.

The charter gives the unit office a single area, Kukatpally. Neighbouring localities are split between a Medchal office, a Rangareddy office and the Hyderabad Central Zone, as the tables show.
Worth knowing: There is no Kondapur RTO in the department’s directory or charter. Kondapur is part of Serilingampally, which the charter gives to the Rangareddy DTO at Upparpally, so a Kondapur car does not come to Kukatpally.
Kukatpally owners deal mostly with the Medchal offices, the Rangareddy DTO and the Central Zone. The full set of Hyderabad metro offices is linked below.

One Telangana life tax payment when a Kukatpally car is registered
There is no Kukatpally rate. A car registered here pays the Telangana life tax, once, on its price, with higher bands for cars owned by companies or bought as a second personal vehicle.
From 1 March 2026 a new car also pays a one-off road safety cess of ₹5,000. News in February 2026 said the extra rate for second vehicles was to go, yet the order still carries it, so check on Vahan before paying. Bands for two-wheelers can be found on our Telangana RTO guide.
A unit office charges no more and no less than an RTA. The national fees apply in Kukatpally too, paid on the Vahan portal or, for a new car, through the dealer.
For example: Taking a car loan on a new car registered to a KPHB address costs ₹2,300 in RTO fees, made of the ₹600 registration fee, ₹200 for the smart card RC and ₹1,500 to enter the hypothecation, with life tax charged on top.
A Kukatpally car reaching 15 years renews for ₹5,000, or ₹10,000 after 20 years; if the renewal is late, ₹500 is added for each month, ₹300 for a motorcycle.
The number plate, the life tax, the road safety cess and any other state service charge are paid in addition.
A Kukatpally address brings a new car to the Medchal offices Buy a car anywhere in the city with a Kukatpally address on the papers, and it is registered by the Medchal district offices, with the code directories list as TG-08.
Have a policy ready before delivery; without one, the car cannot be registered
The showroom generates the temporary registration on Vahan, valid up to one month
The permanent application on Form 20 is made within 7 days of delivery
The Medchal office registers the car, and the HSRP is fitted after that
Under a January 2026 order, as news reports put it, authorised dealers register new private cars without an RTO visit
Reports say the smart card RC is sent by speed post, so give an address where post can be received
The dealer adds life tax, cess and RTO fee to the on-road price
Selling a Kukatpally car means a transfer through the Medchal office that registered it. On Vahan, upload the seller’s Form 29 and a Form 30 that buyer and seller have both signed; the transfer fee is ₹300, or ₹150 on a motorcycle.
Within 14 days, the person buying should take the insurance into their own name.
Once the loan is repaid, submit Form 35 and the bank’s No Objection Certificate (NOC) to end the hypothecation; there is no RTO fee for this, though a state service charge can apply. Our Telangana RTO guide lists what each step asks for.
Kukatpally owners begin vehicle tasks on the Vahan portal, which Telangana adopted on 23 March 2026, and licence tasks on the Sarathi portal. A visit to KPHB or Jeedimetla is needed only where the papers or the car must be seen.
A duplicate is applied for on Form 26 at the fee in the fees table. Run the Kiwi Insurance RC status check to view the record of a TG-08 or TS-08 car.
Kukatpally learners apply on Sarathi and take the test at the centre it names. Other offices are on our Hyderabad RTO guide.
Challans cannot be paid at the KPHB unit office. Look them up and pay them by number on echallan.parivahan.gov.in or through mParivahan.
Fines for further offences are on our Telangana RTO guide.
Arriving at a KPHB address, or leaving Telangana with a Kukatpally car
If the car is already registered in Telangana, moving to Kukatpally only means updating the RC address, and the number stays. A car from another state needs re-registration through the Medchal offices after more than 12 months in Telangana.
The registering RTO of the other state gives the NOC on Form 28
After 12 months in Telangana, ask at Kukatpally where to file, here or at Jeedimetla
It is charged on the car’s cost, at a rate that is lower the older the car is
For leaving Telangana, the NOC on Form 28 is applied for online with a slot booking; take the RC, policy, tax-paid proof, PUC certificate and police verification certificate. Inform your insurer once the car is registered in the new state, and check our Telangana RTO guide for more.
If your work could send you to another state, from Kukatpally you can have the dealer seek a Bharat series (BH) number rather than a Medchal registration, and the car then follows you without an NOC.
At a private firm, the rule is offices in 4 or more states or union territories, and the employee gives Form 60 from the firm. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
See our Telangana RTO guide for full eligibility and the BH tax.

Own Damage pricing rests on the zone of whichever office registered the car. The tariff lists Hyderabad as Zone A, and as Kukatpally is a Medchal district unit office, confirm with your insurer whether its cars are rated as Zone A.
Zone A is the rating for Hyderabad; check with your insurer how a Kukatpally registration is treated
An old policy that says TS-08 is right while the RC also still says TS-08
Third-Party has one national price per engine size, so the Own Damage cover and optional covers are what to compare
From the date the RC changes hands, the buyer has 14 days to transfer the policy
A car is registered only when it has valid insurance. If the owner, address or number on a Kukatpally RC changes, inform your insurer the same week so both papers agree.
