Tolichowki RTO: TG-13 address and hours of Hyderabad West office

Look at TG 13 AB 1234 as four blocks. TG stands for Telangana, 13 for the West Zone office at Tolichowki, AB for the series, and 1234 is the four-digit number.

Worth knowing: A Mehdipatnam car bought before the 2024 switch still shows TS 13, and news reports say those plates remain valid. Should its owner later settle in Gachibowli or across the city in Secunderabad, the 13 stays with the car, since the code changes only if the car is re-registered outside Telangana or its registration details are changed.

Every TG-13 car sold new from 1 April 2019 left the showroom with its High Security Registration Plate (HSRP) fitted. An older Golconda or Langar Houz car needs the plate installed after a booking.

Tolichowki has a single code, TG-13, the West Zone number that took over from TS-13 for new registrations after central notification S.O. 1306(E) of 12 March 2024. The one most often confused with it belongs to the Rangareddy office near Attapur, listed in directories as TG-07.

The Citizens’ Charter places the West Zone office at D.No. 9-4-86-41, Salarjung Colony, Tolichowki, Hyderabad 500008. This is the office people mean when they search for Hyderabad West RTO or Mehdipatnam RTO.

Plan to reach Salarjung Colony in the morning, as papers for most tasks are taken only up to 2:00 pm. The charter behind these hours dates from 2017, so check before you go.

What the Tolichowki RTO does not handle

Hyderabad driving tests take place at the Nagole Driving Test Track, so a West Zone learner books a slot on Sarathi and goes to Nagole for the test. The registration of a new car starts with the dealer on Vahan rather than at this office.

These are the localities the charter names for the West Zone. Match them against the address on your RC, which is what decides the office.

The charter ends its West Zone list with “and others”, so a locality missing from the table can still be a TG-13 area. The office printed on your RC settles the question.

Worth knowing: One directory labels the Attapur office TS-13, yet the department’s own directory gives 13 to the West Zone at Tolichowki. The Upparpally office near Attapur is the Rangareddy DTO, and Mehdipatnam addresses do not go there. Manikonda is not named on the West Zone list, so read the code on the RC before you choose an office.

Tolichowki applies the Telangana life tax, not a rate of its own, and collects it a single time at first registration. The percentage climbs with the price of the car and is higher for a company, an institution or a second personal vehicle.

On top of the tax, each new car has paid a one-time road safety cess of ₹5,000 from 1 March 2026. The higher rate for “second or more personalised vehicles” is still in the order, though a February 2026 report said it would go, so confirm on Vahan before you pay. Tolichowki charges the national RTO fees, so a West Zone owner pays what a Malakpet owner pays. The money goes through the Vahan portal, and on a new car the dealer takes it along with the on-road price.

For example: Finance a new car with a Mehdipatnam address and the RTO fees add up to ₹2,300, made of ₹600 for registration, ₹200 for the smart card and ₹1,500 to note the loan. Life tax is charged separately.

A Golconda car past 15 years pays ₹5,000 to renew and ₹10,000 once it is over 20. Every month of delay adds ₹500, against ₹300 for a motorcycle.

Plate costs, the life tax and cess, and any other state service charge are paid on top of these amounts.

A car with TG-13 or TS-13 on its RC is transferred by Tolichowki, wherever the buyer lives. The seller signs Form 29, both sign Form 30, the application goes in on Vahan, and the fee is ₹300 for a car or ₹150 for a motorcycle.

The policy has to follow within 14 days, and it is the buyer who arranges that.

Removing a loan (hypothecation) at Tolichowki RTO

Once the bank is repaid, send Form 35 with its No Objection Certificate (NOC) so the loan comes off the TG-13 RC. The RTO charges nothing for this, though a state service charge can apply, and our Telangana RTO guide lists the papers for each step.

RC work on a TG-13 vehicle has begun on the Vahan portal since 23 March 2026, and learner and driving licences are applied for on the Sarathi portal. Tolichowki deals with whatever still needs an in-person check.

To check for a challan against a Tolichowki-registered car, search the TG-13 or TS-13 number on echallan.parivahan.gov.in or in mParivahan to see and pay anything pending.

Coming to Mehdipatnam or Golconda from another part of Telangana, you keep your number and only change the RC address. A car from another state needs a TG-13 number once it has been in Telangana for more than 12 months.

If you are leaving Telangana instead, apply to Tolichowki online for the NOC on Form 28 with a slot booking, and keep the RC, policy, tax-paid proof, PUC certificate and police verification certificate ready. If your job keeps taking you to new states, ask the dealer to apply for a Bharat series (BH) number for your West Zone car in place of TG-13. A BH car needs no NOC each time you relocate.

Employees of private companies that have offices in at least 4 states or union territories also hand in Form 60 from the employer. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.
