Uppal RTO in Medchal district: TG-08 office, hours, and areas

On TG 08 AB 1234, TG names Telangana and 08 is the code directories give the Medchal district offices, Uppal among them. Next comes the series, AB, and last the four-digit number, 1234.

Worth knowing: A Kapra or Ghatkesar car registered before 2024 shows TS 08, a plate news reports say may stay. The 08 also stays with the car if you shift to Ameerpet or Gachibowli later, as the code changes only if the car is re-registered outside Telangana or its registration details are changed.

A car registered at Uppal after it was bought new from 1 April 2019 onwards carries a High Security Registration Plate (HSRP) from the dealer. Older Keesara or Jawaharnagar cars need one installed.

Directories list TG-08, which was TS-08, for all three Medchal district offices: Uppal, RTA Medchal at Jeedimetla and the Kukatpally unit office. The department’s directory gives no codes for them, so treat 08 as the listed code and check your RC.

The Citizens’ Charter gives RTA Uppal’s address as H.No. 2-1/2, LB Nagar-Uppal Road, Saraswathi Nagar Colony, Uppal, Hyderabad 500039. It is one of three Medchal district offices, and the only one of them with Uppal and Kapra on its list.

A charter of 2017 is the source for these hours, so check before you go. If you are taking in an application, be there before the 2:00 pm cut-off.

Medchal RTO at Jeedimetla, for Medchal and Malkajgiri searches

“Medchal RTO” is RTA Medchal, also the District Transport Office, which the charter places on Medchal Road, Phase-1, Dandamudi Enclave, Jeedimetla, Hyderabad 500055. Its list has Medchal, Quthbullapur, Shamirpet, Bachupally, Dundigal and Medipally, and Alwal, shown in the charter as Alwal (Malkajgiri). No office named Malkajgiri appears in the department’s directory.

What the Uppal RTO does not handle

The department names the Nagole track as the place for driving tests in Hyderabad; Sarathi shows the test centre when an Uppal applicant books. With a new car, it is the dealer who starts the registration on Vahan.

The Uppal list in the charter is short, five names in all. An RC address in any of them makes Uppal the registering office.

Worth knowing: Uppal, Jeedimetla and Kukatpally are all Medchal offices, yet each has its own list, so a Kapra car and an Alwal car go to different offices. Tarnaka, by contrast, is not a Medchal area at all but a North Zone one of Hyderabad district.

Registering a car at Uppal means paying the Telangana life tax once, at the rate for its price band. The Medchal district location does not change the rate; the owner type does, with a company or a second personal vehicle paying more.

A single ₹5,000 road safety cess has also been charged on new cars from 1 March 2026. A February 2026 news report spoke of scrapping the higher second-vehicle rate, but no order doing so was found, so check on Vahan first. For two-wheeler bands, open our Telangana RTO guide.

Uppal charges the fees set nationally, identical to those at Malakpet or Jeedimetla. They are paid on the Vahan portal, and for a new car they come within the dealer’s bill.

For example: Buy a new car on finance with a Kapra address, and you pay the RTO ₹2,300, which covers ₹600 for registration, ₹200 for the smart card RC and ₹1,500 for adding the loan. Life tax comes on top.

Once a Ghatkesar car turns 15, renewal costs ₹5,000, and ₹10,000 when it is past 20; a renewal that runs late adds ₹500 a month, or ₹300 for a motorcycle.

Number plates, the life tax and cess, and other state service charges are separate from all of these.

When an Uppal-registered car is sold, Uppal records the new owner, even if the buyer is in Kukatpally or Malakpet. It takes Form 29 filled in by the seller and Form 30 carrying both signatures, uploaded on Vahan, plus a fee of ₹300 (₹150 for a motorcycle).

The buyer is given 14 days to take over the car’s policy.

Removing a loan (hypothecation) at Uppal RTO

After the last instalment, Form 35 and the lender’s No Objection Certificate (NOC) clear the hypothecation from the RC. The RTO charges no fee, but a state service charge may apply; see our Telangana RTO guide for each document.

An Uppal owner starts vehicle work on the Vahan portal, in use since 23 March 2026, and licence work on the Sarathi portal. The office takes over for anything that needs papers or the car checked in person.

Replace a missing RC on Form 26, with the fee from the fees table, and check any TG-08 car on the Kiwi Insurance RC status check.

You do not pay challans at Uppal RTO. Put the TG-08 or TS-08 number into echallan.parivahan.gov.in or mParivahan, and any pending fines show up for payment.

Shifting to Uppal or Kapra from another Telangana town leaves the number as it is, and the RC address is all that changes. A car registered in another state is re-registered at Uppal once it has been in Telangana for over 12 months.

When you are leaving Telangana with an Uppal car, book a slot and apply online for the NOC on Form 28, with the RC, policy, tax-paid proof, PUC certificate and police verification certificate to hand. When the car has its new number, inform your insurer; the details are on our Telangana RTO guide.

Owners who transfer between states for work can have the dealer apply for a Bharat series (BH) number rather than an Uppal registration. A BH car moves to a new state without an NOC.

Private sector staff qualify when their company has offices in a minimum of 4 states or union territories, and they file Form 60 from the employer. The format is YY BH #### XX, where YY is the year of first registration, the four digits are allotted at random, and XX represents the alphabetic series, which can be a single letter or two letters. It is black on a white plate, like any other private car.

How insurance links to the Uppal RTO

Uppal will not register a car that lacks valid insurance. After it records a change of owner, address or number, inform your insurer, so the RC and the policy carry the same details.
